Gijón / Xixón: A governance model based on the integration of the TICV in the communicative policy of the city

Abstract

The search for role models in governance practices that can be replicated easily have been a major concern of the political parties in the Internet age, as evidenced by the profusion of repositories of best practices in the web of parties and institutions in the last two decades. The City Council of Gijón / Xixón has become one of those models with its institutional communication practices and applications of their model of citizen participation that has favored a standard open municipal governance. We describe this model from a deep study of the strategic plans of the institution and his planning before their development, and the study of the various actions of institutional communication developed since the transition democracy in Spain to the recent crisis.
